What already exists

The input half is live: the Discovery Agent already tags every feed item with an Indian state/UT or National, and Discovery has a statewise filter.

What does not exist is anything that consumes it at scale - no page structure, no per-market personalisation, no publish/rollout pipeline.

Page 3 also specifies categorisation by Product - Genre - User - RTB.

Agents involved

SEO Scale Agent (proposed) to decide which market x topic combinations justify a page - Localization Agent (proposed) for the vernac requirement.

Caution

Thin-content risk is the headline caution. Mass-generating micromarket pages is a known search-penalty vector.

The agent must flag cannibalisation and refuse weak combinations rather than maximise page count - and it should output briefs for approval, not published pages.
