Why the cooldown matters

hook-policy.ts enforces the creator formula rather than suggesting it, and applyHookFormulaCooldown / opensLikeRecentHooks compare each candidate against recent output.

Without it, a formula that works produces a fortnight of scripts that all open identically - the formula stops being a voice and becomes a tic.

Gaps

Hook performance is never fed back. Nothing knows which hooks actually worked - see Learning Agent (proposed).
